Courier and Passenger services costs

Dear Sir/Madam,

Please provide the total expenditure figures for the financial years 2007/8, 2008/9, and 2009/10 for the following services incurred by NHS East Midlands or subsidiary organisations (if exist) of NHS East Midlands, excluding PCT's.

1)      Courier services by motorcycle or car for documents

2)      Passenger services for staff, consultants, visitors, guests, advisors and suppliers

If NHS East Midlands only has a combined figure for all of the above, please provide that figure.

Our response

I refer to your email of 15 April 2011 requesting information in respect of  Courier and Passenger services incurred by NHS East Midlands. 

I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 (FOIA) that we do hold the information that you have requested.  I will address each of your queries in turn:

1)    Courier services by motorcycle or car for documents for the financial years 2007/8, 2008/9, and 2009/10

The information requested is as follows:

  • 2007/08 £2,435

  • 2008/09 £2,641

  • 2009/10 £2,313

2)    Passenger services for staff, consultants, visitors, guests, advisors and suppliers for the financial years 2007/8, 2008/9, and 2009/10

I can confirm that the SHA holds information relevant to your request.  However, the provision of this information would entail us having to identify, locate, review and collate individual invoices from our accounts ledger.  We estimate that to do this would exceed the appropriate limit as set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. The limit set down by the regulations for public authorities is £450, which amounts to a maximum of 18 hours of search and retrieval time charged at £25.00 per hour, the hourly rate also specified in the regulations.  Under section 12 of the Freedom of Information Act 2000 NHS East Midlands is therefore not obliged to provide this information to you.   

If you are able to refine your request for a more narrow category of information, it might be that we could comply with that request within the appropriate limit, although I cannot guarantee that this would be the case
