Financial/Efficiency Savings, Workforce & Next Stage Review Vision

SHA's were given until 29th january 2010 to produce their initial plans for financial savings , workforce plans and refreshed Next Stage Review Visions in line with the Government's call for efficiency savings in the NHS

Under the Freedom of Information Act I would like to request:

  • details of plans for financial/efficiency savings in 2010/11 and beyond drawn up by the SHA
    details of workforce plans drawn up by the SHA
    details of any changes to Next Stage Review visions drawn up by the SHA

Our Response

I refer to your email of 25 January requesting the following information:-

  • Details of plans for financial/efficiency savings in 2010/11 and beyond drawn up by the SHA
    Details of workforce plans drawn up by the SHA
    Details of any changes to Next Stage Review visions drawn up by the SHA

I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 (FOIA) that we do hold the information that you have requested.  However we are of the opinion that the exemption provided by Section 21 of the FOIA is engaged in this instance as the information is already reasonably accessible.

Two recent papers which went to the NHS East Midlands Board in January summarise our position on the points raised above.  The papers, on the Financial Strategy and the Towards Excellence programme, can be accessed on our website via the following link:

NHS East Midlands is developing workforce plans which will reflect the Quality and Productivity Challenge. These will reach their final form towards the middle of this year.  At that point, we do intend to make these plans publicly available via our website.   

I am able to advise you that the key messages on changes to our Next Stage Review vision are as follows:-

  • We have made significant progress to deliver the commitments made in High Quality Care for All; in our clinical vision, From Evidence to Excellence; and in the visions of the five county health communities in the East Midlands

  • We have established the Towards Excellence programme, owned collectively by all NHS organisations in the region, as our overarching framework to deliver the quality and productivity improvements required.

  • Each county health community has developed its own collaborative programme to drive quality and productivity through a partnership approach at the local level.
