Our Response
I refer to your email requesting NHS East Midlands annual budget details for 2007/08, 2008/09 and 2010/11. You also asked for the number of people employed by NHS East Midlands in the above years.
I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 (FOIA) that we do hold some of the information that you have requested. However we are of the opinion that the exemption offered to us under Section 21 (1) of the FOIA is engaged in this instance as the financial information that you have requested is already accessible via our website. Section 21 (1) of the FOIA states:-
‘Information which is reasonably accessible to the applicant otherwise than under section 1 is exempt information.’
Nevertheless, Section 16 of FOIA places a duty upon us to provide help and assistance where possible so I have attached for your information the links to our Annual Accounts which will provide you with the annual costs of NHS East Midlands (the Strategic Health Authority (SHA), along with spend and audited staff numbers.

We have not yet completed the 2010/11 plan, so this data is not yet available. However, Section 22 (1) of the FOIA states that:-
‘Information is exempt information if –
(a) The information is held by the public authority with a view to its publication, by the authority or any other person, at some future date (whether determined or not).’

Please also note the following in respect of these figures:-
1. NHS East Midlands took responsibility for the Public Health Trainee Programme in July 2007.
2. NHS East Midlands took responsibility for the Child and Adolescent Mental health Services
(CAMHS) in July 2006 (previously held by the Leicestershire, Northamptonshire and Rutland
Strategic Health Authority).
3. NHS East Midlands took responsibility for the Care Service Improvement Partnership in
September 2008.
4. The organisation hosted by NHS East Midlands is NHS Improvement.
