Our Response

I refer to your email requesting information in respect of use of the Knowledge and Skills Framework (KSF) training and development scheme.

I can confirm in accordance with S.1 (1) of the Freedom of Information Act 2000 that we do hold the information that you have requested.  I will address each of your questions in turn:-

1a)      Does your trust have a named board member responsible for

ensuring the KSF is applied effectively?

NHS East Midlands is not a trust.  We are a Strategic Health Authority.

Janet Monkman (Director of Workforce and Human Resources) is the board

member responsible for ensuring that KSF is applied effectively.

b)        If your answer is no, why has this action not been taken?

            N/A – see answer above.

2)         Does your trust produce regular board level reports on the KSF

about the extent to which it is being used?

NHS East Midlands regularly reports appraisal completion as part of the

internal Human Resources Report to its Board.

3)        What percentage of your staff on Agenda for Change pay scales

            have a KSF post outline?

            95.1%

4)         What percentage of your staff on Agenda for Change pay scales

have received a KSF development review over the last 12

             months?

98% of staff have received appraisals over the last 12 months and of that

that percentage, 73.1% have received a KSF development review.

5)         What percentage of your staff on Agenda for Change pay scales

have received a KSF personal development plan over the

            last 12 months?

            82.8%

Understanding the KSF is crucial to all staff in the NHS and NHS East Midlands has put together a comprehensive programme of training events to enable its staff to get to grips with this tool.

Please note that the above figures have been worked out on a baseline of some 308 members of staff.  The figures do not include NHS East Midlands staff currently seconded out of the organisation or on long-term leave, or those who are on training scheme placements in other trusts.

For dates, we have taken the twelve months to be from 1st July 2008 to 30th June 2009.

I do hope that this information is of use to you.  However, please note that if you are dissatisfied with the way in which we have dealt with your request you can complain in writing to:-
